The Patagonia Women’s Untracked Pant is a great choice for those who need super waterproof outerwear but still like to layer underneath depending on the weather.  They come with a nice variety of pockets, kick panels on the pant legs for added durability and waterproof zippers. They do seem to run a bit big on the waist, I would have to size down to an XS to get them to fit perfectly.
